This is a capital, the top most part of a column in architecture, decorated with bull busts. These adornment on utensils or works of art in the form of a frontal view of an animal head or bust of a human are called protomes, and they often feature in ancient art. This capital comes from the sanctuary of Eshmun in Bustan esh Sheikh (near Sidon, Lebanon).
